How Standby Mode works, when to use it, what it costs, and how BC Mini deployments are affected — from the Responders First operations team.
Standby Mode is disabled when the dish detects movement. A BC’s Mini on Standby will go offline the moment the vehicle rolls. Full Roam at $165/month is required for any connectivity while in transit. The unit must be reactivated to full Roam before the BC leaves the station — not after arriving in a dead zone.

What Is Standby Mode?
Reduced-Service State
Standby Mode replaced the old free pause option as of August 2025. For $5/month, the dish stays registered on the Starlink network at a capped speed of 500 Kbps — roughly 2G cellular from 15 years ago.
Designed for two purposes: emergency messaging when full service isn’t needed, and instant reactivation to full speed without losing account standing.
Enabled/disabled via starlink.com → Subscriptions → Manage → Pause or Resume Service.
What Works at This Speed?
- Text messaging, email, Wi-Fi calling
- CAD dispatch text updates and incident notes
- Static pre-plans already cached on device
- Basic map tiles (degrades with multiple devices)
- Status updates back to dispatch (light load only)
- Live AVL tracking across multiple units
- Drone feeds, body cam, or CCTV video
- Aerial imagery updates mid-incident
- Multi-device command vehicle use

What Does It Cost?
20 Days Standby · 10 Days Roam
Scenario: Unit on Standby for 20 days, reactivated to full Roam for the final 10 days of a 30-day cycle.

When you exit Standby mid-month, full service and prorated billing begin immediately. The $5 fee is not prorated.
Which Units Use Standby?
Fixed Residential units at stations. Can be toggled to Standby during low-demand periods. RF or Joseph manages the toggle; station retains emergency messaging; reactivation is deliberate and scheduled.
Battalion Chief mobile Minis. Must be on full Roam at all times during operational readiness. Standby is unusable in motion and toggling requires pre-deployment action — not viable mid-response.
Canyon/terrain deployment units (Pelican case, P25 repeater). Must run full Roam continuously. Never a Standby candidate.
Budget BC Minis and HCP/Repeater units at $165/month as fixed operational costs. Standby savings apply to the fixed station fleet only.

Stationary only. 500 Kbps. Emergency messaging, software updates, CAD text. Goes offline when vehicle moves.
Mobile and stationary. Full speed. CAD, live mapping, video, multi-device. Required for in-transit use.
Activating a BC Unit for Response
If a BC Mini is held on Standby between deployments, this step must happen before the vehicle leaves the station.
- Log in to starlink.com using the BC’s Technical-role account or via RF operations — starlink@respondersfirst.la
- Select Subscriptions → choose the BC’s service line → Manage
- Select Resume Service → confirm Roam plan → Confirm
- Verify the dish connects before the vehicle departs — Standby disables in motion; full Roam does not
- Prorated Roam billing begins immediately from the reactivation date
Who Can Toggle Standby?
Toggling Standby requires a Starlink account login. RF holds the master account at starlink@respondersfirst.la.
Battalion Chiefs can be added as Technical-role users — they can reactivate their unit without billing access or visibility into other stations’ accounts.
To add a BC: Account Settings → Users → Add User → enter BC’s email → assign Technical role.
- Centralized: Joseph handles all toggles. Simple but adds response lag.
- Delegated: BCs get Technical access and self-activate before departure.
